Handle missing control accounts #8
Description
RPC subscription is not perfectly reliable:
- Misses some account changes
- If a margin + control are created, might miss one or the other, but if it misses the control it'll fail to check the account's mf.
Need to try to insert the control into the table if it isn't there.
