Evergreen bot knows when content already exists in handbook

The idea is to have some automated way to know whether someone is :evergreen:-ing content that already exists in the handbook. This will do two things:

1. Help scale the current workflow - handbook content managers will not have as much manual work
2. Give us some measurements we can use to gauge whether people are actually using the handbook
