[Bug] Makerom "[SETTING ERROR] '' could not be opened"

When I try to build a cia with the following command: makerom -f cia -content app.cxi:0 -o ciafile.cia, I always get "[SETTING ERROR] '' could not be opened".
Note that this happen since makerom v0.16, v0.15 and below works fine
