ADR Unit Strength Count Off

During a previous update (sometime before the migration) the sets that stored unique entries in the unit strength counter broke. As a temporary measure i reimplemented a sequential counter, but it still counts non unique entries.

This only affects secondary billets, and therfore does not affect roster statistics.
