Add method to set encoding for the files

Is there a way to set encoding while writing values to .sav file? The Unicode characters like Arabic are shown as '????' in the output file

I think there might be a way, but the developer guide for spssio32.dll (v14) only mentions unicode support once, but provides no header file for it that I can find.
