Build CI Link Up

Background

The second iteration of build-ci is ready to be rolled out across the organisation.

The core of this is the access-nri/build-ci/.github/workflows/ci.yml workflow, which accepts many varieties of pre- and post-job customisation. See https://github.com/ACCESS-NRI/build-ci?tab=readme-ov-file#using-the-entrypoint-workflows for general usage information, and the model-component-ci-templates directory for example templates (from PR ACCESS-NRI/build-ci#227).

Those templates are for simple examples, more complex use-cases are possible as needed.

Important

Make sure that this repository is in the build-ci runner group allowlist, otherwise the job will not have a runner assigned, and will hang.
