Issues with websites when using Selective mode

Issue Details

Steps to reproduce:
Issue 1:

1. Exception sites list doesn't have several sites. like google or yandex;
2. VPN is not running - sites goes well;
3. VPN is running, it's everywhere - sites goes well;
4. VPN is running, but you choose Work only on chosen sites - sites that are not in the list are not running;

Issue 2:

1. Exception sites list does have several sites. (Any site with a lot of pictures, like library sites or comic/manga sites);
2. VPN is running, it's everywhere - sites goes well;
3. VPN is running, but you choose Work only on chosen sites - sites struggling or can't at all download pictures, works significantly slower;

Expected Behavior

Site, which are not in the list, must goes well, no matter if VPN is running with Exceptions or not.

Site, which are the list, must goes well, no matter if it's Exceptions list mod or not.

Actual Behavior

Some site, which are not in the list, are not going well or not going at all, if VPN is running with Exceptions mod.

Some site (mostly with extra page content), which are in the list, are going well when Exceptions mod off, and VPN is everywhere, but struggle to going well or not going at all, if VPN is running with Exceptions mod.

I got the latest vertion right now - Current version: 2.9.0 Beta 2 (1999)

Issue #1 is gone - sites which are not in Exception list goes well now.

Issue #2 is still here - when you ran VPN on everywhere mod it works well, when you switch to Exceptions mod, sites with extra content (like a lot of heavy pictures) struggle to download the page or can't do it at all.

@MrGrin91 Please, point out some websites, that have troubles loading in Exception mode, for better clarity.
Also try to switch Wintun on or off (Settings - App settings - Advanced settings). Selecting different protocol (in Advanced settings too) can be helpful too.

@KolbasovAnton Issue #2 is kinda rare, and I've witnessed it just a few times. But since I'm a big reader, I have found a couple of good examples.
Remark: I also recommend to check it on google incogtino mod, so cookies won't mess the test. (The same problem appears on regular, and with other browsers too)

Let's try it on this site - https://www.hoopladigital.com/browse/comic/popular

1. We turn ON Exception mod, and add this site to the list;
2. Then open site on incognito mode;

We can see that it struggles to even download the covers

3. Then we switch to everywhere mod and press F5

Now everything looks fine

4. You can see the same thing on this site - https://www.mangahere.cc/ (here you can also open any comic and try to read it with Exception mode on and off, you'll see the diffrence)

I believe, the difference is very clear now, for some reason on several sites the VPN works different depends on if Exception mode on or off.

I confirm that the exception handling system is unstable and its behavior is unpredictable.
