Update information about $removeparam limitations in MV3 extension #818

I think that it would be nice to update $removeparam limitations section - https://adguard.com/kb/general/ad-filtering/create-own-filters/#removeparam-modifier-limitations

It looks like that it misses information about "old" known issue where generic rules are applied before specific ones, and in MV3, redirection happens only once, related - AdguardTeam/AdguardBrowserExtension#3034

And another problem is that $domain + $removeparam seems to not work in MV3 extension, and in Restrictions section there is:

$removeparam rules are compatible with basic modifiers, content-type modifiers, and with the $important and $app modifiers. Rules with any other modifiers are considered invalid and will be discarded.

$domain modifier is one of the basic modifiers, so it's a bit misleading and I think that it would good to mention it that it doesn't work in MV3.
