Backport scroll fix from version 21.2.0 to Minecraft 1.21.1

Since the scrolling issue still persists on the 21.0.0 version of the mod, and the 21.2.0 version crashes the game on Minecraft 1.21.1, it would be cool if that fix could be added to the 1.21.1 version of the mod

v 21.2.0 of the mod crashes because its meant for Minecraft 1.21.2-1.21.3. That version fixed an issue where clicking the scrollbar in the mod's gui would enable/disable blocks despite that not being the intent of the click. The issue persists on the 1.21.0-1.21.1 version of the mod, so I was requesting that patch be implemented in that version of the mod as well
