Add CJK Noto Fonts for 700 Weight

After reviewing the PR in #269, @forrest-for-real noted that we need to add the new 700 Noto font-weight files to ContentStack with associated Fastly links.

The Content team responded with concerns about adding an additional font resource, as it could potentially affect performance.

Although the new ASCircular EN font is only 22 kb, it could still act as a render-blocking resource.

@braven112 noted:

Testing is necessary; our Lighthouse score on the homepage is currently below 5. We need to address that before we add more font weights. Also, variable fonts should be used, and if that requires engaging a font foundry to build them, Brand will need to budget for that. Then we can add all the font weights for the cost of two or three individual ones.

We discussed potential solutions to reduce render-blocking, such as font-weight: swap.

I ran a test, and the fonts are not labeled as render-blocking in the results shown here.

The test also suggests that some JavaScript is not being served with gzip, which—if true—would have a greater performance impact than loading an additional font:

We used Firefox’s Fonts Inspector to determine which fonts are being loaded on a page and to test whether fonts load automatically via @font-face or only when a corresponding font-weight is referenced:

I noted that the total homepage weight was 12 MB, which is significant.

When @forrest-for-real asked whether Content was saying "no" to adding the 700 font weight at this time—or simply that we should test it first to ensure it does not meaningfully affect load time—@braven112 replied:

I'm saying no until we know the impact and how often all four fonts could be loaded on the same page. I would like us to specifically mimic 3G and 4G mobile conditions and see what the content-shift impact is. I want to include all the fonts—just not at the expense of a poor UX.

Hi all, catching up on this ticket. @braven112 I've committed to Clasonda and Brand leadership a shift in our typography styling; it's not urgent but I'd like to honor that committment. Is @chrisfalaska 's impact analysis above on performance enough to come to a conclusion about impacting guest UX?
