Non-ops can't create an image

I'm on Spigot 1.21.1, i tried fixing the error with luckperms since with my op account i could use the command but not with my non-op one, but with it it only gave a new error ''invalid image name: (the link)''. Any way to fix this? Doesn't matter what url i use it says the same thing, other commands like /image delete do still work.

have you tried upload that image to image folder?
normaly these should work fine without beeing op the images are shown in tabcomplete...
