Attachment formatting breaks with very long attachments

In the magic function and in the decorator, the traceback is included as an attachment, wrapped in "```" for formatting. These messages can get pretty long and Slack will cut them off at a certain point. The final "```" will be removed and the formatting is gone.

We should only send the bottom N characters of the traceback to preserve the formatting.
