Define protocol for gateways to retrieve Internet endpoint connection params requested by private endpoints

For example, Letro for Android needs the connection params for arbitrary Internet endpoints, so it would be nice for the network to support this without having to rely on an intermediary to retrieve them.

However, we may want to use VeraId to sign such connection params, and thus not blindly trust the Internet gateway (which could be compromised).
