Release 0.0.31 missing manifest

We tried to use latest release 0.0.31 and it seems that it's missing the manifest:

@snon-axway , you will need to continue to use 0.0.30. A problem occurred during the building of the release of 0.0.31, rendering it useless. It was determined that since we are going to soon be undertaking some big refactoring of webMethods that we would just not build a new release, especially since the only change was for a library update. I was negligent in removing the new tag and partial release from the repo. I will do that right now.

Sorry for the confusion.

@snon-axway , the last good release is 0.0.29, not 0.0.30.
