Can't create/update device resource from ARM apis with metadata section label.

ARM + RPaaS projection not allow to set metadata section values through ARM Apis. due that limitation we can't create device (camera) with target label in the metadata section. We need to consider move target label information to spec section in CRD. that will enable CR creation through ARM apis.

A new build (version 0.39.10) is now available that uses in-spec references. You can see a sample of skill here (symphony-k8s/cv-skill.yaml at main · Azure/symphony-k8s (github.com) - see node '2') and also a solution here (symphony-k8s/dummy_solution.yaml at main · Azure/symphony-k8s (github.com) - see the skills array at the end). The UX hasn't been updated, though.

@Haishi2016 Is this resolving Device link to Target that is happening in metadata section? Can user provide the Device link to target in Spec?
