Describe the Bug with repro steps

Customer has high density Logic app Standard resource. This Logic app has around 18 user managed identities associated.
Customer disabled the system assigned managed identity which resulted in below error (attached screenshot),

we enabled the system assigned managed identity to resolve the issue.

However the error description is misleading, we need more information on this error description and if its an expected behavior when disabling system assigned managed identity. If yes, what is the link between user assigned managed identity and system assigned managed identity in this scenario.
