Rocky9 Linux (and python3) compatibility: Update Python 2 code , build with CMake or Eclipse #23

Python2 was retired long ago, yet many (most) BCL C++ code pre-processors, and other python components are still written in Python2

When following the CMake instructions in compiling.md, there is an immediate failure for these old python files that require python2 interpreter.

When following the Eclipse build approach on Rocky 9, the current Eclipse for C++ prompts the user for plug ins.

I will soon add additional notes with screen scrapes and so forth.

I have started to work on this problem, and would welcome the capability to push a branch.
