Rework User Management

This negates all styling for Division and Program management.

We would like a similar setup as CAS:

The new UI for the User Management page would instead have an add/delete selector instead of a multi-selector, thus requiring the user to select one faculty member at a time.

This would remove the Add/remove admin on the system management page, as well as the program and division management pages.

This is currently how UI looks within the system management tab. We would like to also have this interface for Program Chairs and Division Chairs on the new “User Management” page.
