Create Sidebar to Hold Divisions #69

Original report by Hailey Barnett (Bitbucket: barnetth, GitHub: barnetth).
Scott wanted there to be more sidebars.
He wants something like this ^^ on the /Courses page so that it holds all of the Divisions, instead of them being clumped at the bottom of the page.
He also wants it in the /Archive so that when you go to pick a semester, a drop bar will appear that lets you choose the division you would like to see the table for.
