Create a matrix with all permissions in CELTS and who has each of those

For the student admin issue #1063 and just documentation in general, we should create a matrix that lists every permission someone could have in CELTS and who can access that.

We should track permissions for the following at least:

• CELTS Admins
• CELTS Student Admins
• CELTS Student Staff
• Program Managers
• Faculty
• Staff
• Bonner Scholar Students
• Students
• Non-Berea Individuals
