Migrate site to Quarto #93
Description
The plan is to migrate the site to using Quarto, which is a static website framework with lots of capabilities. It will also be more future-proof, especially since the current build system grew out organically from my R.rsp over many years, meaning it will take someone efforts for someone else to understand how it all works.
