Permission to allow staff to move between islands

Is there a permission or config option to allow people to fly between islands? Specifically, I want to be able to allow staff to fly between islands. Currently, when they get to the edge of their own area, it sends them back to their island. 

For reference, we are using 1.12.2 with VIC version 1.5.3
