WIP create minimal interface for external coupling #1
Description
Create minimal interface for coupling ELMKernels to a fully-featured hydrology model. This interface should allow the hydrology model to access all needed data and invoke all necessary land-surface physics calls.
The hydrology model will provide all spatially distributed input data and runtime parameters. This requires refactoring some of the ELMKernels data management functionality.
