Update C++ driver

The native C++ driver is very out of date and doesn't get compiled currently.  It deserves to be rejuvenated after the current round of development ends.

Consider reimplementing MPI support and/or using C++ stdpar.
Consider dropping use of custom Array data container in favor of modern C++ span and range.
