Missing a service of cleaning scratch dirs

It's great that some tools are using properly the TMP, TEMP or TMPDIR variables pointing to SCRATCHDIR. However, Pulsar doesn't provide cleanup of neither jobs nor scratch. Therefore, we need a way how to regularly clean those files.
