Document pdbmap.py --load_vcf; comment .slurm scripts

The pdbmap library architecture has evolved away from storing 3d-structural chains/residues/etc, and the main-line pdbmap.py is now used for loads of .vcf data into SQL.

pdbmap.py, and the surrounding ecosystem of .slurm scripts were overdue for python3 re-formatting, deeper commenting.
