Add MANE cross-references

MANE cross-references link the human genome to transcript databases in a new and convincing manner

For the pipeline, the MANE cross-references are mined from the text format uniprot_sprot.dat.gz, or its human-only subset as created by
DOWNLOAD_uniprot.bash (see pipeline_download_scripts repository at github)

As the VUStruct pipeline evolves, we expect to increasingly integrate these cross-references as preferred
over the uniprot assigned cross-references

I have downloaded the isoform.io v1.3 models to /dors/capra_lab/data/isoform.io Also there is a cross-reference .csv file.
