Employee ID is still in citizen. Remove relationship and field

This relationship may have a sense if for example there were different branches of ECOA, a voter may be associated or registered with one employee or branch. It won't affect anything by leaving this relationship or removing it. I have just explained the existence so you understand why I put it.
