Return from Exile not working

Describe the bug
I downloaded the latest Snapshot today and played a couple games of Commander with my blink deck and noticed that every card that had a "Return at the end step" would trigger, but wouldn't return the card and it would stay in exile. I played Ephemerate and when the Rebound triggered, it didn't cast from exile.

To Reproduce
Steps to reproduce the behavior:

1. Play cards that return at the end step (Charming Prince) or Rebound cards (Ephemerate)
2. See the trigger, but nothing returns from exile

Expected behavior
Cards should return from exile and cast from exile

Edit:
Tested on 2.0.09 and it works correctly, so something seems off with 2.0.10
