C interface prints unsolicited information #1

Description

@joseeroman

In version 1.6 and 1.7-rc1 the solver prints some information when called using the C interface - in particular, I am using pdchase_init_blockcyclic:

| MPI procs | Iterations | Vecs | All | Init Vecs | Lanczos | Filter | QR | RR | Resid | Num. Early Locked | Avg. Early Locked | Max. Early Locked |
|         1 |          5 | 2120 | 7.444e-01 | 9.786e-04 | 6.299e-02 | 6.005e-01 | 1.791e-03 | 3.709e-02 | 2.971e-02 |                 0 |         0.000e+00 |         0.000e+00 |

Printing first 5 eigenvalues and residuals
| Index |       Eigenvalue      |         Residual      |
|-------|-----------------------|-----------------------|
|     1 |   1.522120763302e-02  |   7.248785194982e-09  |
|     2 |   3.799509779209e-02  |   4.360591181598e-09  |
|     3 |   3.799509779209e-02  |   7.836128463838e-09  |
|     4 |   6.076898795117e-02  |   8.381361171416e-09  |
|     5 |   7.575895123837e-02  |   7.295373974305e-09  |

This did not happen in version 1.5. A library should not print anything unless explicitly requested.
