Update the Python version 3.8 to 3.11 for check point fun app

The function app python version is 3.8 in below ARM template files, which will get deprecated in 31 October 2024 -https://github.com/Azure/Azure-Sentinel/blob/master/Solutions/Check%20Point/CheckpointFunctionapp/deployCP_proxy.json

So, kindly requesting to solution author to update the python version from 3.8 to 3.11
