Allow for explicit collection implementations for collector interfaces

Collector-based collection loading currently assumes that the collection or dictionary interfaces are implemented publicly. In an effort to support all `ICollection` and `IDictionary` types, safeguards should be put in place to allow working with explicit implementations.
