NRConfig.txt file defaulting to normal after any changes. 

Hi, I wanted to make a bug report. I've noticed how the volume would get too quiet, so I would turn up my windows audio and NR would still be really quiet. So I opened the config file and changed the volume from `0.5` to `1.0` but every change I made would **default** to normal. 

Is this a bug or a user error?
