DEV - Set up timing for emails with notifications (HARD)

This ticket will be a little hard and will require some research. The goal is to have it so that when a grant is created, we find a way to schedule emails to be sent out for the 2 week, 3 days, and 1 day timeline.

More likely than not this will be something with aws that will store when to make a call to our backend or when to just send out the email.

This ticket is more than open to different patterns to accomplish this task so if something peaks your interest or you have any ideas feel free to implement or reach out to @prooflesben.
