Description:
Design a lo-fi for the Expenses section within a project. This will allow a users to view individual expenses in their project

Acceptance Criteria:

• Show table of expenses (entered by, date, amount, description)
• Staff/Students: view-only access
• Leads/PDs/Accountants: can add or edit expenses
• “Add New Expense” button visible only for those with permission
• Layout is simple and consistent with other pages
