Refine Resources UI and Adjust Role-Based Visibility

Description: Revamp the resources UI to align more closely with the figma design. Address spacing, alignment, and text consistency issues to create a clean interface. Ensure the layout remains visually balanced and functional across different screen sizes. Provide before-and-after screenshots for visual verification.

Additionally, update visibility logic so that the resources page only appears for applicants. Verify that no unintended roles have access.

Acceptance Criteria:

• Resources page appears only for applicants only
• Spacing, alignment, and typography match the figma design
• UI maintains responsiveness and consistency across window sizes
• Screenshots provided showing UI updates and correct visibility behavior
