Confusing CV UX, when voters vote the % progress goes down??

Am messing about the with tec-interface and not sure I understand fully. I put 1 testtec for education funding and progress went from 26% `down` to 25%... shouldn't progress go up the more testtec is put in 🤔

The math is what it is... but maybe we don't need to show that to the user right away? It makes it hard to want to continue participating in a system when you get feedback that doesn't makes sense
