Add dual custom permissive license so public code can be used

Since the code is mirrored to public repositories we should enable reuse of our code under a license that permits this for anyone brave enough to attempt using it. There should be warnings/notices notifying potential developers that we reserve the right to modify/change the license on any new source code at any time, hence stop updating the public mirror.
