time converion might produce issues #6
Description
The time conversion from IST to UTC is done by subtracting hours and minutes but the boundary cases such as last day of a month and leap years have been exlucded which would result in problems of various degrees. it would be better if DGCA uses UTC time format as standard as all GPS provide time in UTC format.
