Add search functionality

Add a global search to the system, envisaging a $searchable on the models that has a definition of what columns are searchable.

Need a way to report what models are searchable to the system so there is a way to limit what is being searched etc

Any other ideas for functionality here?

Since the base has been upgraded to L5.3 we should look into integrating Laravel Scout, I've done a quick search and found mysql and other drivers for Scout, so we aren't limited to using Algolia which is totally unrealistic for this sort of project tbh
