Force order notes dialog to require save or cancel

Currently the dialog will close if a user clicks outside of the dialog box. This has been a problem especially when the user has spent a significant amount of time entering a lengthy message and accidentally touching outside the dialog box and then loosing their work.

Desirable alternatives would be:

1. Ignore all touch outside of the dialog box.
   or
2. Save to clipboard when the dialog exits.
