Uploading issues

• If you upload an image manually by selecting the upload option within PQINA, it isn't actually added to the site.

• There's no way for a user to order the images, and they appear to upload in the order they were taken.

Categories to be decided, but at least all the usual ones we use elsewhere: election type, date, party.
