Create a turbo generator to bootstrap a new minimal app

Generator will prompt for app name and blueapi uri, and create:

- a page with a sci-react-ui Navbar
- a route (as minimal example of react-router config)
- a trivial test (e.g. can I see a Navbar) with dependencies from @atlas/vitest-conf
- an app Helm chart depending on the root chart simply adding name, image, and maybe a single blueapi upstream
