Add roles test from pending users page

This test has been on hold because CU-DEV does not have an IDP. When the former dev-hydra returns, this test can be added.

This test is needed because at one point clearing a user's project join request from the pending user's page made them a project member but did not remove their name from the pending user's page.

Create a test project
Create a new account
Request to join a test project
Logout
Login as admin
Go to pending users page
Assign to User's Role

Repeat
Assign to Contributors Role

Repeat Assign to Admin Role

Verify roles and no one showing up still pending

Delete test accounts.
