Setup function returns True irrespective of presence of sensor

Describe the bug
setup function returns true, irrespecrive of whether Si7013 is present/absent on the I2C line.

To Reproduce
Change the address when init the sensor. the setup should report fail as the sensor is not found on the I2C line
