2D and 3D Apps do not pick up OIC in root folder in ArcGIS Enterprise

If I create and publish an OIC to ArcGIS Enterprise, and try to use one of your example apps to view it (2D or 3D), the apps won't pick up the OIC if it is in my content's root folder. I have to create a separate folder and move the OIC into that, and then choose that folder in the viewer. Choosing the "default" folder causes the loader (3 bars) to just go indefinitely.
