EEG measurement should start to run/measure zzz s prior to first start

Now first eeg sample contains the RUN '1'marker.
Make it adjustable with parameter 'Pre-start_EEG_measurement' in yaml file.

Meanwhile starting with marker STOP '0' and add 1 cycle
