feature request: merge dependency's vendor/manifest

When a dependency being fetched contains a vendor/manifest file from gvt, it would be helpful if the contents of that file were merged into the main project's manifest. That way, a library can avoid committing its whole vendor tree, but can still specify which versions of transitive dependencies should be used.
