I got it unstuck by disconnecting the battery in the bios, unplugging the laptop and holding down the power button.

I have the same issue but CPU gets stuck at 1.4-1.1 GHz and stutters performance. A reboot locks it at 0.5 GHz. A second reboot brings it back to normal.
