Centralize default UDP port here

for now, funz-client and funz-calculator have their own list of udp ports (19001:19004 for Funz 1.9). This range should be hosted here, in funz-core (and dynamically set in funz-client/quaotas.xml or funz-calculator/calculator.xml).
